ACA Updates: Summary of Benefits and Coverage

Below you will find links to final regulations regarding the summary of benefits and coverage (SBC) and the uniform glossary for group health plans and health insurance coverage in the group and individual markets under the Patient Protection and Affordable Care Act. This information finalizes changes to the regulations that implement the disclosure requirements under section 2715 of the Public Health Service Act to help plans and individuals better understand their health coverage, as well as to gain a better understanding of other coverage options for comparison. Today’s final regulations amend the final regulations published on February 14, 2012 (2012 final regulations). – See previous FosterThomas Blog posts on SBC under the Additional Information header below.

Key policies in today’s final rules include:

  • Provision to Require Online Access to Individual Underlying Policy or Group Certificate
  • Provisions to Reduce Unnecessary Duplication
  • Provision to Require Certain Disclosures by QHP Issuers

The purpose of these updated final regulations is to implement streamlined processes to help health insurance issuers and group health plans provide consumers easy to understand information and to increase transparency for consumers shopping for health insurance coverage.
